The plans will see the existing carriageway at the junction of Dereham Road and Grapes Hill altered and the kerb moved to improve overall traffic flow.
Norfolk County Council says it will also improve journey times and reliability of bus services across the city.

Among the proposed changes is a reduction in the bus lane on the eastern side of Dereham Road from 110 metres to 90 metres to provide more space for vehicles turning left at the junction.
The central island fence leading to the intersection will be removed and replaced with shaded road markings.
The kerb at the Raglan Street junction will be moved to make the road wider and allow more buses and vehicles to pass through.
New ‘No Right Turn’ signs will be installed at the exits from Vintners Street and Lovers Street.
The council said the changes would help reduce congestion on all public transport in the area by giving buses more space on the road.
The deadline for comments is February 22, and all responses will be reviewed before work begins.
The proposal is part of Department for Transport funding for work to improve bus infrastructure in Norwich.
The county has been given around £50m to implement a bus improvement programme which introduces a £2 fare cap to encourage more public use of the service.
The plan includes the construction of integrated transport hubs, the launch of new, more frequent routes and a plan to develop priority bus infrastructure.
